I'm looking for information on the origins of the Roberts Commission.  In his public statement on December 15, Sec. Knox told the press to expect a "formal investigation...initiated immediately by the president."  There was, however, no recommendation along these lines in the private report Knox delivered to FDR the night before.  

In light of this, may we surmise that the idea of a blue ribbon panel came out of the Knox-FDR meetings on the night of the 14th and the morning of the 15th?  If so, were others present to nudge the idea along?

Finally, Adm. James Richardson hints that Felix Frankfurter might have been the one to first suggest a commission.  That would make sense, given Frankfurter's role as informal advisor to the president and his close ties to fellow justice Owen Roberts.  Aside from the mention in Richardson's book, however, I can find nothing to substantiate the claim of Frankfurter's involvement.

I would appreciate any insight you can offer on these questions.  Thanks!

According to Prange,  Roosevelt's instructed Knox  to form a commission consisting of 2 Army and 2 Navy officers, and a civilian.  Knox conferred with Stimson who suggested Justice Roberts.  Knox concurred in the decision.
